Amnesty International Netherlands is looking for a Senior Programme Officer Human Rights Capacity-Building Middle East, for 32-40 hours per week.

The Human Rights Capacity-Building Programme (HURICAP) is looking for a new Senior Programme Officer Middle East, fluent in English and Arabic. He/she will be stationed in the Amnesty International Office in Amsterdam, The Netherlands and will travel frequently throughout the Middle East.

What do we do?

Amnesty Netherlands’ Human Rights Capacity Building Programme (HURICAP) develops and coordinates training and capacity-building activities for organisations and activists in complex contexts of crisis and conflict in Africa and the Middle East, aiming to contribute to the growth of human rights activism. Our projects (currently in 11 countries) are implemented in collaboration with HURICAP’s network of trainers, Amnesty International regional offices and national sections, and various partner organisations. We focus on Monitoring, Documenting and Reporting human rights violations (MDR, on civil and political rights violations), Economic, Social and Cultural Rights (ESCR) and Business and Human Rights (BHR). We develop capacity-building packages, which include training materials and handbooks related to these themes.

HURICAP has started a new 5 years funding period as per 1st January 2021, collaborating in a new funding alliance with three other international organisations, new capacity building packages and some new project countries.

What will you be doing?

One of your primary tasks includes co-developing, guiding and implementing capacity-building programmes, including in the field of ESCR, with civil society organizations and human rights activists in 3 countries in the Middle East (OPT, Yemen and Iraq). This also involves organizing training sessions on monitoring, documenting and reporting human rights violations, amongst other relevant topics, and following up with coaching and technical support where necessary. You will be monitoring and evaluating progress and results of partner organizations and trainers through field visits, exchanges, financial and narrative reports. Within the HURICAP team programme officers support each other for learning and temporary replacement, which is why you may also play a secondary role on a few African country programmes (of which there are 8).

Finally, you are expected to contribute to developing training material; assist in drafting annual plans/reports, donor reports and fundraising proposals; and undertake other tasks that will be developed in the context of HURICAP projects. All of the above, you will do in close collaboration with your Amnesty colleagues.

What will you bring along?

  • At least five years relevant (field) work experience in human rights promotion/research or civil society capacity-building in the Middle East ; experience with building human rights capacity in the area of ESCR is a clear advantage;
  • An education relevant to the field of human rights or social development;
  • A residence and work permit for the Netherlands;
  • Proven project management skills and experience;
  • Experience with participatory adult education, training and capacity-building methods;
  • Excellent communication (written and oral) skills, in English and Arabic;
  • Research and analytical skills;
  • Creativity, a (good) sense of humour, ability to work in a team as well as independently and under pressure;
  • An extensive network of contacts with human rights defenders and organisations in the Middle East is considered an asset.
