Job Description

IFES seeks a Lead Proposal Writer to write proposals for development programs funded by the United States Agency for International Development (USAID), the U.S. Department of State (State), the Foreign, Commonwealth and Development Office (FCDO) and other donor organizations. At the direction of the Business Development Team (Director of Business Development, Business Development Specialist and/or Proposal Coordinator), the Lead Proposal Writer will provide the following services:

Job Responsibilities:
Serve as the lead writer overseeing preparation of the proposal’s technical approach, and writing or incorporating written sections including institutional capabilities, management plans, staffing sections, graphics and more at the direction of the Business Development Team

  • Participate and contribute to technical design sessions. In collaboration with IFES staff, develop win themes and overall strategy for proposals
  • Collect, integrate, and assure the quality of input from IFES technical specialists
  • Review, revise, and copyedit technical proposal sections provided by IFES staff and consortium partners to ensure proposal speaks as one voice
  • Review and integrate background materials, IFES reports and technical tools into proposals
  • Ensure the responsiveness of proposal documents to donor requirements
  • Participate in technical reviews to incorporate feedback in a timely manner
  • In collaboration with proposal team, collaborate with proposal budgeting staff to ensure budget and technical proposal are aligned.
  • Maintain regular communication with the Proposal Manager for the bid, including furnishing requested updates/drafts in a timely manner. Adhere to the technical outline and compliance matrix/guidelines as prepared/agreed by the Proposal Manager



  1. Bachelor’s degree (master’s degree preferred) in international development, or related field
  2. At least 10 years of related experience in proposal writing and management
  3. Experience writing successful USAID, State, and/or FCDO proposals
  4. Knowledge of USAID, State and/or FCDO programming and technical procurement requirements
  5. Excellent editing skills
  6. Ability to quickly analyze and synthesize knowledge including background documents, strategy session feedback, and technical inputs to develop quality proposals
  7. Ability to adhere to proposal deadlines


  1. Knowledge of democracy and governance in developing country settings, including any of the following: Political and electoral process, anti-corruption, local partner capacity development, civil society advocacy and oversight, participation and inclusion, and/or media and the information space.
