Job Description

The International Republican Institute (IRI) is seeking a Security and Logistics Coordinator for the International Election Observation Mission in Ethiopia (IEOME). In partnership with the National Democratic Institute for International Affairs (NDI) the IEOME will assess Ethiopia’s 2021 national and regional parliamentary elections and the degree to which they are inclusive, transparent and accountable and are conducted in accordance with international and regional standards for credible elections. With Ethiopia’s elections currently set for June 2021, this short-term position would be from March 2021 to August 2021. The Security and Logistics Coordinator is expected to start in March 2021, working remotely from their current residence, with the potential for deployment to Ethiopia as early as April 2021, security and health environment permitting. With that, the candidate selected is expected to be flexible and able to relocate on minimal notice. The Security and Logistics Coordinator will report to the Deputy Mission Director with guidance from IRI’s Washington, DC headquarters.

Position Requirements

  • Bachelor’s degree in relevant field preferred; or equivalent combination of experience and/or education
  • Minimum of 5-7 years experience providing security support to short and long-term international missions in Africa and developing countries; strong preference for specific experience supporting international election observation missions.
  • Experience working and living in complex political environment or developing countries
  • Ability to analyze multiple issues and develop logistics-specific recommendations
  • Highly developed interpersonal skills to work with all levels of staff, leadership and vendors.
  • Ability to plan, organize, coordinate and implement security operations in the field.
  • Flexibility and adaptability in order to rapidly adjust program activities based on changing political or electoral circumstances and in response to needs articulated by local partners and program stakeholders.
  • Strong oral and written communications skills to effectively present information in a clear and persuasive manner in English.
  • Working knowledge of PC-based word processing and spreadsheet applications; experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) and Microsoft (Outlook, Teams, Word, Excel) strongly desired.

Primary Functions & Responsibilities

  • The Security and Logistics Coordinator is responsible for overseeing the logistical planning and operations of the IEOME, including security management, administrative and financial processes, transportation and accommodation, procurement and equipment management.
  • Responsible for overseeing operations at the regional level and supervising local facilitators in each of the regions who will coordinate any activities outside of Addis Ababa. May also supervise designated administrative national field staff.
  • Responsible for designing and preparing for various short-term observation deployment scenarios, advising the Mission Director and Deputy Director on feasibility and contingency planning; and providing support and guidance to the core mission team on operations, security and safety (including COVID-19 considerations), and compliance.
  • Oversees all operations related to the IEOME field presence and ensures IEOME is in compliance with local laws regarding legal status in the country, employment of local staff, procurement and tax regulations.
  • Assists in monitoring IEOME office budgets and expenses, in collaboration with the deputy mission director, DC program staff and the project accountant, to ensure that expenditures remain within budget allocations.

Coordination/communication

  • S/he will serve as an IEOME representative, developing credibility with and maintaining good relationships with all relevant vendors and service providers and will establish contacts with the police forces, military, relevant government ministries, diplomatic corps and international organizations on security and medical operations. This will include sharing relevant information, when appropriate, with security/operation contacts in other international observation missions to coordinate and deconflict where observation activities take place.
  • Establish, maintain, and develop productive working relationship with relevant IEOME field and DC staff and serve as liaison for Washington DC procurement and accounting staff. In particular, s/he will work closely with the IEOME Director and Deputy Director as well as the Long-Term Analyst (LTA) Coordinator
  • Draft and update as needed a security and logistics plan for the IEOME, including office policies; inform deployment plans for long-term analysts (LTAs) and short-term observers (STOs), and assist in drafting written security and operations guidelines and memos as required.
  • Facilitate sharing and dissemination of security and logistics information; prepare and conduct security and administrative orientations for relevant staff and visitors.
  • Oversees IEOME staff and delegates’ movements in-country and internationally and coordinates required travel authorizations and security measures with both IRI and NDI’s respective HQ security teams.
  • Oversee development and implementation of emergency communications plan and serve as primary security contact for deployed observers.
  • Lead Security Management leadership in coordinating response to incidents should they occur, to include assistance with medical emergencies, vehicle accidents, or other incidents as they occur.

Operational responsibilities

  • S/he will be responsible for finding, securing and equipping an office space and identifying relevant vendors.
  • Lead the identification and assessment of hotel options for IEOME staff and observers in Addis Ababa and throughout the deployment locales in the country. Assess based on physical security, safety, and mission suitability, and assist in the contracting process to include determination of conference/training space, staff offices, vehicle parking and staging, and other hotel security considerations. Serve as primary security liaison to hotel security staff.
  • Support the selection, vetting, and training of transportation resources (commercial air, vehicles, drivers, other as needed) to be used by the IEOME.
  • Conduct site advance to all locations of STOs/LTAs/Leadership deployment to access physical security, safety, transportation, lodging, communications, medical support, and other quality of life related aspects.
  • Manage the identification and procurement of required deployment security resources to include first aid kits, emergency food and water, and additional vehicle safety equipment as needed.
  • Maintains an understanding of donor and IRI policies and procedures related to grant compliance and oversight as well as substantive and financial requirements.
  • Anticipates potential problems and troubleshoots project problems and offers solutions and actively takes part to lead resolution of them with creative and immediate solutions.
  • Provides information and contributes to sections of quarterly, semi-annual, final and other relevant reports for donors.
  • Perform any other duties assigned.
