Job Description

CARE is seeking a Grants and Finance Manager to provide financial management support to the US Programs and Policy Department as well as grant management support for the Programming team within that department. The GFM supports CARE’s newly established US Programs and Policy Department whose dual mandate is 1) to work with partners to reduce poverty and social injustice within the U.S. through both programs and policy advocacy as well as 2) to influence USG policies and programs (including US foreign assistance) in support of efforts to save lives and fight extreme poverty outside the U.S.

The position is responsible for developing and maintaining effective systems for managing an annual budget of $5 million+ spread across several accounts including multiple grants, workstreams and reporting requirements. Using CARE’s financial systems as well as our departmental management systems, this responsibility includes creating frequent BVA and other spending update reports; calculating spending vs. budget projections; updating grant and budget managers on spending trends; updating shared service center, Finance Dept and other colleagues outside of the department on our spending trends, changes and financial health; providing frequent analysis of financial health both for broad accounts and specific grants. This position will also work closely with individual budget and grant managers as a thought-partner in problem solving for budget challenges as well as ensuring internal and donor budget requirements are adequately met and necessary processes for setting up, closing out, and adjusting budgets are followed.

This position will report to the Senior Director of US Government Advocacy, which manages the overall departmental budget in consultation with the Associate Vice President for Supporter Engagement and with final sign off from the Vice President of the US Programs and Policy Department. This position will work in collaboration with budget and grant managers across the US Programs and Policy Department. This position will also work closely with other departments in CARE, namely the Finance Department, Foundations team, Procurement and Shared services center.

Responsibilities:

Provide departmental budget leads with frequent projections, financial health analyses and other strategic calculations (including reallocating spending across multiple budgets)
Provide monthly updates on spending and budget guidance to department
Work closely with departmental budget team on strategic long-term budget planning
Collaborate with budget leads to manage and adjust personnel allocations
Identify challenges or necessary shifts in budget management and work with budget leads and senior management team to ensure strong stewardship of CARE funds and department financial health
Use Budgetmate, PowerBi and Peoplesoft to create budget spreadsheets and updates as needed by grant managers, budget leads, SMT, etc
Working with the Shared Service Center (SSC),ensure that donor agreements are correctly set up in PeopleSoft and Adaptive Planning. This includes submitting proper documentation to acquire FCs and Project IDs; preparing and submitting budget information using the proper donor reporting line items (i.e. Activity IDs); and validating accuracy of budget upload to PeopleSoft and Adaptive Planning thereafter.
Work with SSC to set up new grant including uploading grant budget and completing agreement approval checklists
Update SSC on budget changes, grant timeline and budget adjustments, and lead on coordinating internal processes for no-cost extensions and other restricted budget adjustments
Update SSC and Finance on budget spending trends and projections, including monthly and quarterly variance reports
Lead on adjustments, documentation and coordination across budget managers, Finance and SSC to effectively meet CARE end-of-year budget close-out requirements
Regularly monitor objectives, milestones and time frames, and budgets including over and under-expenditure and provides recommendations to resolve
Close out prime and sub-recipient agreements in a timely and accurate manner per the donor requirements. This includes proper liquidation of all sub-award advances and reconciliations with sub-ledgers.
Review and submit assets disposal plans, final program and financial reports, evaluations and other program documentation.

Qualifications:

Bachelor’s Degree and work experience in finance, accounting, budget and financial management, grant management and/or relevant fields of study
5+ years’ work experience in a relevant capacity (e.g. grants management, contract management, accounting, or administrative support)
Experience with basic financial management skills including developing and monitoring budgets and financial reporting
Demonstrated ability to work both independently and as part of a team
Demonstrated ability to collaborate well with others across countries and cultures and develop and maintain positive working relationships
Ability to prioritize work, meet deadlines and produce quality results on time with attention to detail
Ability to work effectively under pressure and maintain a positive attitude
Strong Microsoft Excel skills (formulas, pivot tables, graphs)
Excellent analytical and problem-solving skills
Excellent writing and communication skills, including reports and proposal writing
Understanding of and interest in global and US social justice and women’s equality
